Emergency Unemployment Compensation (EUC08) Q & A's
December 23, 2012 is the latest effective date for new EUC Tier 1 claims. No EUC payments can be made for any weeks ending after December 29, 2012.
Due to the end of Extended Benefits (EB) program in North Carolina, EUC Tier 4 is the final entitlement available.
What is EUC08?
EUC08, or Emergency Unemployment Compensation 2008, is an extension of unemployment benefits authorized under Federal law.
Who is eligible for this extension?
Claimants who filed an initial claim effective on or after May 7, 2006 are potentially eligible for EUC08. Individuals who are monetarily ineligible when a new benefit year is filed may qualify for EUC08 on the basis of a previous claim.
What is the last payable week for EUC08?
No EUC08 payments can be made for weeks ending after Saturday, December 29, 2012.
What about additional Tiers of EUC benefits?
The EUC Tier you're qualified for as of December 23, 2012 is your final entitlement. No EUC payments can be made for weeks ending after December 29, 2012.

What are the work search requirements for EUC?
To be eligible for EUC, you must be able to work, available for work and actively seeking work. While filing for EUC, work search requirements have been met when you seek work on at least two days and make a total of two different contacts with potential employers. You must keep a written record of your work search and present the written record upon request by DES.

After I have filed my claim, what is the next step?
When your claim has been processed, you will receive a monetary determination letter in the mail informing you if you are eligible or not. Once you receive your monetary determination, you may file your weekly certifications online any day of the week.
What if I no longer have my debit card from my previous claim?
Contact the debit card customer service center at 1-866-461-4096 after you have filed your first weekly certification.
Can my benefits be direct deposited to my bank?
If you roll over from regular UI to EUC08 and you participated in direct deposit, EUC08 benefits will automatically be deposited into the same account. If your benefit year for regular UI has expired, your payments will be made by debit card. If you would like to have the benefits deposited automatically into your account you can complete these forms electronically by clicking here. Will taxes be withheld from my EUC08 weekly benefits?
Unless you are filing a new claim, State and/or federal taxes will be deducted from your weekly benefits if you previously requested that taxes be withheld. If you are establishing a new claim for UI or for EUC08 benefits, you can complete these forms electronically by clicking here.
What if I'm on temporary layoff?
If you're attached to your employer's payroll and a temporary layoff claim is filed, you may be paid EUC08 benefits if your eligibility for UI benefits is exhausted or your benefit year has ended and you are unable to establish a new UI claim. You will receive a monetary determination for EUC08 if this occurs.
