ESC Mission
The mission of the Employment Security Commission
is to promote and sustain the economic well being of North Carolinians in
the world marketplace by providing high quality and accessible
workforce-related services.
The Commission provides employment services,
unemployment insurance, and labor market
information to the State’s workers, employers, and the public.
These services promote economic stability and
growth, development of a skilled workforce, and a
world class economy for North Carolina.
Goals
The following goals will guide the work of the
Employment Security Commission as it meets
state and federal guidelines and its overall mission.
- Enhance the Employment Security Commission’s central partnership role in the
workforce development community by leading and/or supporting initiatives and
outreach that promote the effective delivery of services for
the citizens of North Carolina.
- The Employment Service Division will continue as the primary (host)
partner in the WIA/Job Link system
- The Labor Market Information Division will provide comprehensive information and
training to local customers of the LMI system regarding products, information
and services available from ESC; Section 309 of the WIA specifies that such
service will be made available to local workforce boards, but our efforts will be
expanded to include educational institutions, chambers of commerce,
economic developers, and employer associations such as JSECs
- Ensure that the Employment Security Commission is the recognized source for job
matching, unemployment insurance, and labor market information for North
Carolina’s workers, employers, and public.
- The Employment Service Division will continue and improve reemployment services
- The Labor Market Information Division will develop the process and procedure to
collect and compile information to meet the needs of local LMI customers; in
certain instances, new data will be collected; in other cases, information will
be better formatted to meet customer needs
- The Information Services Division will complete the Internet Initial Claims
Grants to allow customers to register for work, file for unemployment insurance,
and schedule appointments in the local office for themselves via the Internet
- The Unemployment Insurance Division will assist claimants in filing for unemployment
insurance through services such as a telephone call center, VRU, and customer inquiry
- Preserve the integrity of the trust and reserve funds that assist qualified
unemployed workers, and ensure a level of funding that will support
high quality workforce services for the citizens of North Carolina.
- Maximize the effective use of technology in the delivery of workforce services
to North Carolina’s workers, employers, and the public through real time,
Internet-based, job search registration, job recruitment, unemployment
insurance benefit claims, and labor market information access.
- The Employment Service Division will continue expanding the use of technology
and automation for better service to job applicants and employers; includes
additional staff training
- The Labor Market Information Division will make use of automation, such as the
Internet, to deliver the most current information to our customers and in the
most cost-effective manner; specific multiple interfaces will be developed to
meet the needs of specific customer groups
- The Administrative Services Division will review current processes to find
ways to automate, streamline, and coordinate with interested parties for cost
effectiveness
- The Administrative Services Division will enact cost saving initiatives, such
as installing motion sensor lights, relamp light fixtures with those that will
be more efficient, and reengineer the HVAC system
- The Information Services Division will enhance the TRA system and from that
develop other special payment systems, such as Disaster Unemployment
Assistance and Extended Benefit claims
- The Information Services Division and the Unemployment Insurance Division will
collaborate to utilize special funding to extend a variety of services to
employers, such as the ability to pay UI contributions through Electronic Funds
Transfer and credit card and the ability to file notices of temporary layoffs
electronically
- The Unemployment Insurance Division will provide Internet services for
employers, such as the ability for new employers to
register themselves as taxpayers on-line
- Treat each individual, customer, and employer with dignity, courtesy, fairness,
and respect.
- The Administrative Services Division plans facility improvements such as
enhancing the Central Office environment, initiating a preventive maintenance
program, and construction projects to improve the
facilities we can offer our customers
